There is an obvious relevance to present-day international political and development policy (Robinson 1996). In this context what anthropologist and social theorist Martin Fuchs writes deserves our careful attention: What seems necessary is a concept of universalism which does not take it as stable, fixed order, as something once and for all achieved and secured, and as something that others can be confronted with.

Moral choices become important political assets of specific agencies, constituting their ‘symbolic capital’ in the marketplace (cf. Hoebink 1988; Chapter 2, this volume). Development as critical understanding (1990–) About fifteen years ago, critical students began to disengage themselves from the political and administrative concerns of development. They felt that the high walls built around the multinational development agencies had to be demolished. Knowledge about ‘doing’ suddenly became dangerous.

In all the case studies which follow this view is evident: some study the problematic relationship between goals and outcomes; the incompatibility of processes of administration and critical learning, the slippery nature of authentic communication, the management of inescapable tensions between the self interest of institutions and care for the other as expressed in development discourse. We comment on the findings of these contributions below. On the question of coming to terms and coping with disjunctures, we are enriched by the work of thinkers such as Michel Foucault and Frank Ankersmit.
